Talk to the Pikachu Doll so Drifloon can take you to the right island.
- Unlock Dream Island by talking to Drifloon at night on the west side of the Pokémon Center in the Withered Wastelands and completing its request (build three campfires and show a Poké Doll).
- Place a Pikachu Poké Doll on the ground and interact with it to summon Drifloon for a trip to the Ocean Dream Island.
- Head to the central mountain cave system of the Dream Island and follow the paths down.
- Walk deep into the caves until you find a wall gap blocked by steel blocks; use Rock Smash to get inside and reach Raikou.
- If Raikou does not spawn, leave the island, wait for the next day (or skip the date on your system), and try again. The layout and spawns randomize daily.
